
Legionella Responsible Persons Training
Who is the responsible person for Legionella?
ACOP L8 applies to all individuals classed as duty holders (such as employers, those in control of premises and those with health and safety responsibilities for others), helping them to comply with their legal duties in relation to Legionella. Within this legislation, duty holders are legally required to appoint a responsible person, who will have day-to-day responsibility to mitigate the risks from Legionella bacteria within the water systems on the premises.
Legionella responsible persons manage the upkeep, management and control of water systems on their premises, complying with relevant legislation (ACOP L8, HSG274 Part 2, Health & Safety at Work Act 1974 and COSHH 2002) and protecting those using the water systems against the health and safety risks associated with Legionnaires’ disease.
What is Legionella training?
While Legionella responsible persons training is not a legal requirement, it is still an expectation of the HSE that those with responsibility for the management of health and safety in the workplace (including Legionella) are properly trained to a level that allows them to perform their duties safely and effectively.
Legionella training covers all of the information required for responsible persons to successfully manage and control Legionella bacteria within their building’s water systems (including hot and cold/evaporative cooling systems). The course teaches delegates the duties and responsibilities of the duty holder and appointed responsible person, as well as how they should comply with the latest legislation, guidelines and regulations.

Legionella Competent Person training – aims and objectives
During the City & Guilds Legionella training, delegates will learn about the role of the responsible person, with an emphasis on the importance of complying with the relevant legislation such as ACOP L8. They will gain an understanding of what needs to be included in the Legionella risk assessment (including how frequently this requires implementation) and how this relates to the individual compliance requirements of their organisation. Finally, delegates will discover what is in a written control scheme, as well as the importance of record keeping.
Legionella Competent Person training - outcomes
Following completion of the Legionella competent person training, delegates will have developed a high level of understanding of the Legionella requirements of their organisation, as well as the current regulatory frameworks and guidance relating to the control of the harmful bacteria within water systems.
Delegates will also have been equipped with an in-depth comprehension of the role and duties of the responsible person/duty holder, while also having acquired the skills and knowledge to implement, manage and review appropriate control measures and risk management strategies.
Upon completion of the course content, delegates will be required to undertake a series of written tests to assess their knowledge and understanding of the training. All delegates who successfully complete the Legionella responsible person training will receive a City & Guilds accredited certificate as proof of their newly acquired knowledge and formal qualification.

- Introduction to Legionella
- The roles and responsibilities of a Legionella responsible person/deputy responsible person/duty holder
- The importance of legislation and guidance regarding the control of Legionella in water systems
- What should be included in a Legionella risk assessment, when it should be reviewed and why
- How to assess the risks of exposure to Legionella bacteria, when this should be reviewed and how to document the findings
- Identifying susceptible areas in high risk water systems (including hot and cold water systems)
- Written scheme requirements in accordance with ACOP L8 and the importance of record keeping.
